Superintendent, Construction & Operations

The Manager, Infrastructure & Environment will provide construction and environmental management technical support/advice in the delivery of In-Scope Construction Contracts, Work Orders and Specialty Maintenance Services within the AMC in compliance with Area Maintenance performance Specifications.

  • Participating with the Superintendents and Ministry Construction Administrators in the establishment of annual In-Scope Capital Projects related to AMC Performance Specifications
  • Preparation of construction and work order project cost estimates along with any sub-contractor recommendations for discussion, review and approval by Head Office,
  • Preparation of draft Sub-contractor Agreements for work, when not utilizing internal staff and equipment,
  • Following Ministry acceptance of the annual In-Scope Capital Program and receipt of contract specifications and documents establish a project work schedule and initiate preparation of MTO contract submissions for approved projects including:
    •  Pre-construction Data & Design submission (material tests, sources, etc.)
    • Information submission during construction (work schedule, etc.)
    • Construction completion submission ((Completion Certificate, design mix, survey data, GPS work locations),
  • Accurate and timely financial and administrative reporting, overseeing the preparation of project invoice(s) and review and Sign-off of sub-contractor invoices,
  • Preparation and submittal to Head office a final construction report and recommendations for payment. Report to include documentation related to mix designs, material tests, material quantities, sub-contractor payments/hold backs, staffing/equipment hours, costs, etc.
  • Preparation of cost estimates for Work Orders, sub-contractor agreements, equipment rentals, etc. for review and approval of senior Head Office management.
  • Undertaking reviews and preparation of comments concerning Ministry contract drawings and documents for capital projects within AMC. Review comments to include anticipated construction /operational issues related to design proposals including any issues involving safety, environment, quality and traffic staging impacts.
  • Ensuring compliance with Environmental Performance Specifications related to construction and maintenance operations.
  •  Environmental Management Field Activities include: 
  • Establishing routine field level construction practices to ensure Environmental Performance standards are understood and adhered to at all times.

  •  Preparation of potential construction or work order claims arising from the delivery of construction services ensuring appropriate and complete support documentation.
  • Management of sub-contractors involved in delivering In-Scope Capital and Work Order projects to ensure compliance with contract performance specifications, environmental standards and on-site safety policies and procedures.
  • Verify mix designs and establish testing activities for asphalt, concrete and required Q.C. testing requirements for other materials, to be incorporated in to the construction work,
  • Organize inspections of warranted work ensuring that work performed internally and by sub-contractors requiring corrective action is completed before filing substantial completion documentation and/or releasing sub-contractor /supplier payments.
  • Identify and co-ordinate both formal and informal training of staff involved in delivering construction related projects in compliance with ministry construction standards, practices and processes.
  • Manage the delivery and quality of Specialty Maintenance services including Line Painting, Electrical Services and data collection including inspection, work scheduling and payment approvals,
  • Schedule and execute annual bridge culvert and sign inspections including documentation.
  • Establishes and maintains effective communications with sub-contractors, ministry construction administrators /staff and the general public including property owners.
  • Implement site inspections to verify that construction practices conform to contract documents and implement modifications, if required, to deal with non-compliance by site staff or sub-contractors.
  • Performs other duties as assigned.
  • In depth knowledge of current Ontario Ministry highway construction policies, standards and specifications gained from working in construction related positions as a senior administrator for 8 years plus.
  • Superior skills in the use of computers and associated software.
  • Excellent leadership skills required to provide supervision, on job training, guidance and support to contract staff an asset.
  • Analytical, negotiation and problem solving skills
  • Working knowledge of Highway Construction, Quality Assurance (Q.A.) and Quality Control (Q.C.) Programs.
  • Familiar with Ontario legislative Acts and Regulations such as: HTA, OH&S Act, Aggregates Act, Environment Assessment Act, Drainage Act, Dangerous Goods Act, Construction Lien Act, Etc.
  • Experience working with highway engineering plans, construction drawings and prepared estimates in the delivery of construction services
  • Familiar with Environmental Policies, Standards Acts related to highway services.
  • Knowledge of ISO 140001- 2004 and ISO 9001:2008 Management systems would be an asset
