Manager, Engineering & Building Services (Bampton Civic Hospital)

The Manager will support the implementation of the standards and service within the business covering all services within their jurisdiction.  This includes guidance, advice, support, post incident reviews, audit management, resource optimisation and benchmarking services covering all aspects of their service accountability within a contract.  This is an active role requiring excellent teamwork and relationship management skills.  Forming strong links with the field operational supervisors will be essential.  The job holder will be expected to positively contribute to the performance, growth and profitability of the business unit.

The Manager’s key objectives are to uphold, safeguard and promote Carillion’s values, mission and vision while relating particularly to ethics, integrity, corporate and social responsibility.  The Manager will be visible within the operations they oversee while providing the supervisory team with support in improving business performance and service delivery while dealing with issues on a daily basis to ensure good teamwork and high morale. The Manager will ensure their operational jurisdiction is meeting all financial objectives, complies with and exceeds Health & Safety standards, deploys clientmanagement strategies in the interest of both sustaining and winning work.

Based on regulations under Ontario’s Occupational Health and Safety Act, successful candidates are required to provide documented proof of Worker or Supervisor health and safety awareness training, as applicable.

Operational accountabilities:

  • Reflect the Carillion Values in all work practices
  • Think tactically and conceptually in support of human resource, operational and commercial objectives
  • Demonstrate effective communication and support supervisory team to aspire to effective communication while encouraging teamwork
  • Coach staff to work as a team to meet the scope of service, needs and expectations of the client
  • Promote continuous life-long learning through personal example, informal teaching and learning, coaching and mentoring of staff within their jurisdiction
  • Accountable to both internal and external clients for complete team performance
  • Liaise with client to build and establish an effective working relationship
  • Utilize a Continuous Quality Improvement approach to service excellence
  • Ensure that Service Level Agreement (SLA) is met as per the scope of service and delivery
  • Understand and actively participate in service benchmarking
  • Overall accountability for the effective management, deployment, operationalizing, co-ordination and financial control of the Plant Services, Building Engineering and Maintenance operations within their jurisdiction   
  • Understand and enforce safe work practices and all other applicable facility standard operating procedures throughout entire operation
  • Perform facility audits and develop annual and long range infrastructural plans in accordance with the Life Cycle Fund
  • Coordinate and execute the energy management plan and develop systems for the control and efficient use of utilities

Financial accountabilities:

  • In consultation with the Director, Engineering and Building Services establish an annual operational budget
  • Manage a cost centre departmental budget
    • Monitor actual performance of annual operational budget and realigns as necessary
    • Ensure actual financial performance meets established objectives
    • Forecast projected resource requirements  
  • Identifies and implements ways to reduce cost and improve service
  • Manage variable costs such as employee overtime and contractor/agency costs
  • Ensures the timely and accurate delivery of payroll
  • Provides input into invoicing to customer
  • Liaises with finance department to ensure appropriate billings

People accountabilities:

  • Responsible for the effective management and direction of all staff members within their jurisdiction
  • Fosters outstanding working relationship with all internal leadership team members and external workplaces leaders such as union representatives, client decision makers, vendors/suppliers, etc.
  • Responsible for the orientation and technical training of staff within their jurisdiction
  • Effectively manage employee performance utilizing appropriate processes including establishing objectives,  coaching, mentoring and disciplinary action
  • Conduct timely performance appraisals for direct reports and ensure the completion of all performance appraisals within the department
  • Co-ordinates available resource to deal with the scope of service
  • Actively audit, seek out and enforce safe working practices that meet Occupational Health and Safety rules and procedures
  • Ensures compliance with all company HR policies, collective agreements (if applicable) and relevant legislation

  • A minimum of 5 years of related work experience is required to achieve job competence
  • Professional Engineering Degree/ Certified Engineering Technologist or equivalent designation
  • Knowledge of building mechanical and automation systems, electronics, electrical systems and energy management
  • Understanding of mission critical functions such as fire prevention, medical gases, pressure piping and elevating devices and the applicable codes and regulations thorough working knowledge of one functional area through significant job experience & training
  • Previous experience as a leader in a plant operations environment
  • Previous experience in supporting a business contract and/or providing support to a professional function
