Why the role is needed:

  • To manage the provision of professional Procurement and Supply Chain Services within the Alberta Roads Maintenance Business, delivering effective procurement solutions to Work Winning, Major Project Delivery teams and to the wider business as a whole.
  • To improve performance and reduce cost and business risk significantly.
  • To deliver a better value supply chain by embedding consistent category strategies into the projects and focusing on the needs of internal & external customers, all in accordance with Carillion policies & procedures.
  • The role will support activities within the Building Division in British Columbia when required to do so
  • The role will be based in Edmonton Alberta and will require travel to Vancouver as required.

 

Role in the context of business strategy – Supply Chain will be delivered through a combination of Category Management and Operational Procurement (Supply Management). This role will mange the supply of goods and services across the Business Unit, ensuring financial savings and performance improvements are made through a more strategic approach to supply chain management and a more integrated approach with our customers (internal & external) and suppliers.

The Job Holder is subject to managerial control and the job is generally subject to practices and procedures that have clear precedents, or are covered by closely defined policies.
The specific areas of accountability of the role are as follows:

  • Leads all Supply Chain/ Procurement Management activity and fully supports the operations of the business unit and project/series of projects
  • Leads Procurement package meetings to establish strategies, refine scope of packages, pre and post tender lists, interfaces, links & schedule / programs
  • Prepares detailed scopes of work for tendering
  • Manages, collates & issues complete, robust Tender documentation for all packages to be procured
  • Fields all queries from bidders and issues timely bid clarifications as required
  • Conducts detailed bid analyses, evaluating compliance and scope and issues post tender questions as required
  • Leads supply chain solutions for Work Winning and in conjunction, submits pre-qualification tender documents
  • Works closely with all stakeholders and category managers to understand customer requirements and uses this information to then develop and implement the supply chain strategy for a Business Unit / Project(s)
  • Provides project and functional reporting as necessary, utilizing agreed reporting formats, tools & trackers
  • Completes all of the above for all aspects of procurement, including material supply, sub contractors, and services, in accordance with Carillion Procurement Procedures

 

  • 10 years of relevant construction procurement experience
  • Understanding the policies and practices associated with a significant international construction and maintenance company

Education levels:

 

  • University Degree / PMAC / CIPS or equivalent qualification
  • Specific technical knowledge/skills:

    • Supply chain principles, procedures and methods
    • Supplier performance improvement tools & techniques
    • Leadership techniques and staff development methods
    • Tender and contract procurement practice, processes
    • Awareness of relevant forms of contract and strong commercial awareness
