Vice President, Design

The Vice President (VP), Design is responsible for overall management of the design on our Projects from inception to completion and to ensure its successful delivery with regards to cost, quality, compliance, coordination and time. The VP Design is responsible for the design management team on all projects during the bid and delivery phases.
Based on regulations under Ontario’s Occupational Health and Safety Act, successful candidates are required to provided documented proof ofWorker or Supervisor health and safety awareness training, as applicable.
Key Responsibilities by Design Phase: Bid Phase, General:
Responsible for interpreting client technical requirements and leading the design build team in developing integrated and optimized technical solutions during the bid phase for all Construction bids in Ontario.
1.1 Bid Phase, RFQ :
Prior to bid pre-qualification process (RFQ), in co-operation with colleagues, assisting in identification and development of appropriate partner and subcontractor partnerships
During the RFQ submission process, provide leadership to the Design Build team in developing the technical submission, integrated with the FM and Infrastructure teams
1.2 Bid Phase, RFP:
Interpreting PPP Bid Output Specifications and developing structured and disciplined approach to providing framework for the Integrated Design Team to produce a design that:
(i) Meets clients functional requirements
(ii) Optimizes whole-life NPV
(iii) Incorporates appropriate level of design impact
During design development process maintaining ‘holistic’ approach to identification of opportunities to optimize whole-lie NPV by trading off scope and risk between Build and FM teams
Responsibility for ensuring that the Design Build team meets timelines and quality in terms of written bid proposal
Managing the interface between Design, Build and FM teams to ensure that solutions are fully integrated
Represent Carillion at Key Client meetings
Generate and implement key win themes, including innovation opportunities
2.0 Design Development/Construction Phase
Oversee the development of design strategies for each project.
Develop and execute Consultancy Agreements for each project.
Monitor the production and implementation of design management plans.
Coordinate with the Design Managers during pre-construction on all contractibility, constructibility, value engineering, estimating, cost control, and procurement activities.
Monitor design progress for compliance with defined cost, schedule and quality criteria.
Work with others to provide and update design/construction project schedule and analysis during pre-construction period.
Coordinate resolution of contractibility, constructibility, issues during design and coordinate pricing of alternative design concepts.
Coordinate contractibility, constructibility and value engineering reviews.
Participate in bid package scope of work and schedule preparation for all work packages and participate in pre-bid and pre-award meetings with Project and Design Managers
Participate in and make recommendations for bid evaluations and assist in developing project production budgets.
Plan and lead preconstruction strategy meetings on the project approach and estimate, ensuring that potential risk factors have been evaluated and reviewed.
Other special duties as assigned.
College, technical school or university education in Construction Management, Design Management and/or Engineering degree or similar.
Skills & Abilities:
15 years design and construction related experience
Demonstrated success in managing preconstruction process for major, complex projects
Management and leadership of complex teams
Experience in bidding P3 projects and complex design build
Experience in the management of large design projects including construction estimating and finance.
Excellent relationship building and interpersonal skills and possesses a collaborative management style.
Demonstrated leadership and vision in managing diverse staff groups and major projects or initiatives.
Ability to manage a large, complex team
Excellent problem solving and organizational skills to work within tight deadlines and manage multiple competing demands
Budget development and oversight experience.
